I just read Skyrocketing Home Prices by Thomas Sowell over at CapMag.com and got an idea for a get rich scheme. The scheme is this: buy up some land in a county, most likely suburban, and then get the county to pass some land use laws to restrict what can be done with the rest of the county. That should drive up the cost of your land due to a dwindling supply. The ethics of such a scheme are questionable, but I doubt it would be illegal. You'd surely have to hide your connections and master plan from suspicious eyes.
