Judged Without a Governemnt

Iraq's government stands at a near ideal point right now. It only has a judicial system and no other branches of government that are actually working. On the executive side there is the US military and private security forces.

A judicial system to judge whether someone has violated another's rights and people to protect one's rights are all that is needed for the rule of law. Thus if Iraq's government completely stagnated on the constitutional and representative aspects of government it would be an ideal government.

The only problem existing now is terrorism and insurgency. I suppose that could be answered through the private security forces employed to protect the rights of their clients. They would need to be really tough with the groups who find the idiots who wear the bombs that they build.

Minus the daily suicide bombings, Iraq would be a Libertarian's wet dream as far as government goes.
